Turning is not the Be all end all of Undead fighting even in 2nd E in a large scale Battle you have to remeber that "Only one attempt can be made per character per encounter, but several different characters can make attempts at the same time (with the results determined individually)."-2nd ed PHB Then at the bottem of the Turn Undead Table D means Destroyed D* means an additional 2d4 creatures are turned. Minor Undead can still Swamp cleric and Mage reinforced armys if they have suffecnt numberical advantage. Some have ask this question. Why would a Lich or other Major undead would use Minor Undead (Skeletons, Zombies, and Ghouls) to assult a human force? They are expendable canon fodder. they are cheep, with almost nil mantinace cost and replacements for skeletons or Zombies can be quickly raised from the battle feild. A same comanding Major undead (Vamp, Lich, Death Knight, or Anceint Mummy) would supliment the army with comanders and special units of Meduim undead (Normal Mummies, Ghasts, Wights, and Ghouls) these Harder to turn creatures would take on the tuffer fighters and seek out and destroy or in some cases convert the Spellcasters
