Why not have all three spheres along the frontier?  The civilized areas are
somewhere back along the Phlo, perhaps at a distance.  One sphere (say
Bralspace) is somewhat developed, although it does have some "wilder" areas.
Another sphere could just have a few isolated communties, boom towns that are
exploiting all of the riches coming through the area.  The third sphere is the
one everyone is exploring and it contains many riches.  Bralspace could have
been on the frontier of known space and was slowly developed.  Now adventurers,
explorers, and prospectors are moving on to the next sphere, the one with all of
the boom towns.  The third sphere has only recently been discovered and attracts
only the most courageous (or foolhardy) explorers.  This whole area could be in
one corner of known space, along its frontier edge.
