I believe a three sphere concept has real viability.  The "civilized",
"frontier", and Bral-based sounds like a good one.  Those generalities are
generalities and can be expanded to great playability and still stay within
that concept and never have to add more spheres to play.

In a Living campaign you can have countless spheres for background and
storyline purposes and reasonably restrict play to a small number.  After
all many of these Spelljammer races allegedly have their homesphere and you
do not have to include those spheres to play in.  As an analogy, the Loving
City is a component of the Forgotten Realms, but RPGA play is intended to
stay in or near the city of Raven's Bluff and environs.

But I'm just rambling, I think I'll go read up on my Bral-lore in
anticipation!
