D'oh!  Thank you Leroy.  That is a pretty obvious solution that I completely
missed for some reason.  :)  I'll probably implement something like it in my
game.

Now, we can still have other concepts like salvage laws, etc, in addition,
but command words are a completely logical security precaution that the
Arcane would have no reason to ignore.  In fact, it helps the Arcane because
it makes theft/salvaging/recycling helms less feasible, which means fewer
helms are in circulation, which means more people have to buy new helms or
pay to get the command word, and either way works for the Arcane.

It is such a simple idea, and yet it makes the whole thing run smoother.
Now there is value in infiltrating an enemy ship as a helmsman so that you
are actually given the command word prior to your buddies attacking.  And
pirates who overcome an adventurers' ship have a reason to keep them alive,
for "questioning"...  ;)  Oh, so many possibilities, and it also helps
reduce the get-rich-quick aspect of salvaging helms.  Cool!
