100%? No I wouldn't go that far. The way I see it, settings and systems can
be developed completely independently (e.g., Lankhmar (sp?) and AD&D
1st/2nd), a system can be designed for a setting (eg, West End's Star Wars),
or a setting can be designed for a system (e.g., Spelljammer). Only in the
first are story and system completely separate, neither depending on the
other. In Spelljammer, the rules of the universe are designed to conform to
AD&D 2nd edition. Using another system ("3e", GURPS) loses something.
