Who's to say they aren't like the rock hoppers, only as they were encountered
people found they made excellent troops and so they were slowly integrated
into SJ society.

Another possibility is their symbiotic relationship with the dohwar.  The
dohwar need someone else to defend them but they can provide SJ power (and not
much else).  Thus giff and dohwar left their small planetoids and asteroid
fields and entered arcane space.

The "mad wizard creation" idea has been used to many times IMO.  Turning it
around like Krynnish minotaurs, however, would be interesting.  Namely ogres
enslaved them and used them as shock troops against the humans.  Their magic
resistance making them the perfect anti-human troops (humans being known to
rely on powerful spell casters much more than any ogre).
