It's a Tolkien thing, actually (which means that it probably came from
mythology since Tolkien rarely created anything whole cloth).  The idea is
that Elves are immortal, and therefore above things that bother mortal races
such as disease, aging, and sleep.  The no need for sleep was used in
Birthright, and it fit very well there because the Birthright elves stayed
true to their immortal roots (rather than the humans with big ears and long
lives that normal D&D likes to portray elves as).
