    If they were LE, they would try to lawfully take over other races.  If
they "have no concern for anyone or anything else's desires, laws,
agreements, rules, and so forth and take what they want" they would be CE.
But they want to make all other races part of there "New order" where
everyone is a drone and acts in a logical and lawful manner.  And they are
willing to take drastic measures to impose this order. They are the essence
of "Law by any means necessary."
