Essentually, any place you can build a dungeon:) Limestone is good, as
would sandstone or other easily tunneled rock; granite is also suitable
but extremely difficult (the type of stone does not matter at all, since
the elemental servants change the fundamental properties of the rock
after the dungeon is built). One note: the appearance of the rock does
not change, so some sorcerers chose stone based on its astetics as well
as costs (appearance became a matter of pride:)

One good reason for preparing the city before hand:) Didn't say that
carving into the rock is impossible, just damned difficult. Good catch,
though; didn't give that much thought:) However, without earthquakes,
rain, mud, wind, or other elements wearing away & tearing down
buildings, foundations don't need to be too extensive:)
