??? I could have sworn that WCC says it's 100 cubic feet per ton.
I think I even wrote down the reference, which I'll check when I get home
tonight.

They are way off. Ship tonnage and deckplans seem to match at
about 1000 cubic feet per ton, but holds arn't even close in most cases.
I treat cargo as space on a ship that could be used for cargo, not just
the hold. That includes the top deck, peoples rooms, etc.
My suggestion is to not try and create an explination that explains
everything. Just use something that lets you sleep at night, and change the
numbers, if you have to, to make things fit.
