What I mean is a cohesive design team.  Once the design is in place, and the
individual tasks are well defined, then of course it goes to individuals (or
a small team if the task is physically too daunting for an individual).
When I said "create" above, I meant create a plan, or a complete thought,
not the execution of the plan. Individuals *are* at there peak efficiency
when they have clear, achievable goals.  They get those goals from well
design plans.  I've lived this during the Gulf War. My team was told by most
everybody that what we were trying to do couldn't be done (technically not
feasible).  But, we did get it done.  We would come together as a team to
design, then assign, and then break into individuals to execute that plan.
Very Effective, very efficient.

The only problem with this approach is if you have an Empire Builder on your
team.  Or someone with an  ulterior agenda.  These are the people to weed
out, the close-minded, etc., people I was talking about earlier.
