As far as I read it: Yes. However, since they also stated that they
cannot print it or otherwise use it without the author's permission,
that is nothing to be afraid of, since they won't "let others do the
work and cash in all the profit" as was the voiced concern.

Personally I think it is the same with all material, even if it is
not on static's site: If you were to write a novel set in the
spelljammer universe, then you could not sell it as it is based on
WotCs game universe. WotC on the other hand cannot sell it either,
since you are the person who wrote it and the intellectual property
of the novel belongs to you (along with any characters, which you
could still use in non-spelljammer novels as long as they are generic
enough - Illithids would still be something WotC could forbid
though).

I am actually relieved that they commented on these legal issues -
in a way they were clear before, but it is always good to clarify
important topics like that.
