No. Sorry, Leroy, but that doesn't work. The
disappearance/retirement/disinterest of a member of the Council could be
months or years from now. Other vote-getters may have left, been
excommunicated, or whatever by that time. (Not to mention, we'll want to be
able to offer meritorious newcomers a chance.)

I had thought that was what we were all talking about. We'uns all produce
it, you council guys (It's pathetically obvious I'm not getting nominated)
filter it, it's revised/expanded/repackaged, then it's canon. That's
basically it, right?
We're all that keeps this world alive. We'd best keep trying.
