I think one thing that should be established right off the bat is
that the Council only looks at stuff people submit to them. Both to
cut down on the Council's work, and to avoid people getting irritated
cause they didn't want to be associated with the "SJ Canon".

Why not combine these two and say that the person who's next on the
list is the "ghost"?
