Wow, it looks like I have been nominated, seconded, thirded and
fourthed. Thanks to those that have confidence in my abilities.
Not sure if I will accept (due to possible time conflicts), but I will
wait until a more formal listing of nominees is made to make any
decisions.
If these initial steps work out, and things seem to go foward...

I feel aspects of the what is and _is not_ the role and duties of
the Arcane Space Council should be at least outlined before
any election is run.
Another thing we will want to make abundantly clear is that the
distinction between canon and non-canon, as determined by the
ASC, is not a judgment of quality. Nor does the introduction of
new canonical material in any way make any other material
somehow invalid, for posting to the list, for discussion, or in
any other way.

I agree that five is a good number. Odd, to insure that a tie
doesn't come up in any votes.
One thing I would add is that we should come up with a "ghost"
member, whose duty is to step in and vote on anything that comes
up that involves canon approval for a work buy a member of the ASC.
If I want to present something for approval, and I am a member, I
shouldn't be able to vote on it.
Also, we should keep track of the voting results, in case a member
decides he is no longer able to continue. Thus the next person on
the list can be offered the seat.
Finally, it should be stressed that while the ASC will be the
arbitters of what is and is not canon does not mean they
are the people that will be responsible for new canon material.
This concept doesn't work without the continual efforts of the
fans that already create new materials for the setting.
