First of all, so?  Under the Dark Fist was so out of balance dropping a
mountain (or a dwarven citadel if you like ;> ) on the other end of the
scales couldn't begin to make it reasonable.  I used it simply to
introduce random raiders of another type into my campaign.  And I got
rid of the ignorant extra range weapon on their "assassin-ships".

Secondly, if you note my write-up, I was looking to put it in as a
religion specific spell.  Since this religion is not that common it
shouldn't ruin your "balance" at all while giving intelligent PCs who
go looking for allies a secret prize.
