In addition, the great distances involved and reliance on spelljamming
items would limit the diffusion of new discoveries. Ships can be lost in
the depths of wildspace or the Phlo, or the Arcane could withhold helms from
lesser humanoids that are a little too smart for the Arcane's liking. There
may be an elf or orc world out there that has "advanced technology," but no
way to get it off world and into use against their enemies.
