I use HR4 A Mighty Fortress Campaign to represent cultures that have achieved that level. I don't push the elves there, as I think their increased use of magic, long lifespans, and lack of threats would help keep them where they are. But I try to keep my Spelljammer firmly fantasy, even Tolkien fantasy to an extent. If I want to play sci-fi or space opera I play Star Wars (a much better RPG system for such conepts, IMO.
