to a certain extent. the problem is that you can reverse engineer a gun.
a lever action rifle is actually a very simple device. cunning, sure,
but that's it. up to this point, there were only two major technological
breathroughs:

rifling would be very hard to copy, as that's a manufacturing technique
and you don't find factories hanging around battlefields, so that
wouldn't spread for a while, although once people knew what they were
looking for it's happen eventually

percussion caps; all that that requires is a single clever alchemist to
identify mercury fulminate as the explosive involved.

it took about 400 years between the invention of matchlock weapons and
the invention of cartridges.
