I agree with giving the Scro technology, though I focus on Roman/Classical and Rennaisance tech (remember, even a club is technology:)) However, the comment on the time between wars is too focused on recent, modern changes. We live in a period of great change socially, technologically, and intellectually. This is _not_ the norm of human existance. Historically, technological changes is much, much slower, and wars slow it down, rather then speed it up as they have in the past century. The horse collar, a simple device that allows a horse to pull heavy loads without choking, was introduced until the Medeival period. yet horses had been domesticated thousands of years earlier. Just one, minor example. there are countless others.
