In my current ground-based (please, please, please figure out that the minor
helm isn't some cursed item!), there are two groups that have siginificant
tech -- the dwarves and an isolated human city. In a war that happened
about two years ago, the dwarves allied with the "good" cities against the
forces of evil and brought with them steam bombards and the like. However,
they found such weapons did not turn the tide of the war immediately. They
were slow to move and difficult to set up. Only the dwarven technicians
(the priests) had the know-how to make them work, and guarded such knowledge
jealously (because the dwarves had no war-mages, obviously). They also
found out that well-forged devices used to protect the dwarvish strongholds
did poorly in the field when placed against small groups of wizards with
spells that could burst the boilers...
My whole point might be moot once you put such weapons on an SJ vessel
(other than a citadel, perhaps). But I still think the mobility of a single
mage versus the slow ponderousness (is that redundant) of a seige engine is
no fair match.
I would have to agree, however, that personal firearms can be a
different matter entirely, and I've restricted my past SJ campains to
flintlocks (and these were rare) and my ground based tech-humans to
snaplocks or match locks (usually the latter). A phalanx of arqebusiers is
tough enough without being able to fire at a rapid rate with rifled barrels.
