	Depends on the neogi in question and what type of resources they have
available to them.  The numbers above are probably a good start to work
from for "roaving" neogi without a permanent base or facilities.  The
neogi fleet mentioned in _Skulls and Crossbows_ is a mindspider and 3
deathspiders, so the numbers seem right.
	An established base would probably have far different resources.  Paul
Westermeyer's neogi in his Realmspace updates have 4 deathspiders, 6
mindspiders, 3 leeches, 30 urchins, and 4 tradesmen.  The base in Pirtel
mentioned in _Sea of Sorrow_ used mindspiders as free roving hunter
ships instead of command ships, so I'd guestimate their forces at 1-2
deathspiders, 5-10 mindspiders, and maybe a few urchins and tradesmen. 
The neogi basestar in _Eternal Wanderer_ had what, 50 ships?  Basically,
fleets are as powerful as you wish them to be:)
