There are references in SJ that some other groups (notably the elves)
can create their own helms.  Presumably so can the Vodoni since their
destruction of local commerce would undoubtedly interfere with Arcane
business so the Arcane wouldn't deal with them.

OK.  Helms are close to being minor artifacts (look at their saving
throws--and here's a question I've always had:  can I create an
artifurnace using a minor helm as a power source?) which is why they
are so rare, so expensive, and unable to be created by PCs.  As a
suggestion, if you want the elves to be able to make them (as stated
in several places) but not the PCs make the process based on high
magic (that stuff from FR).

Other than that mages can always use the spells create minor helm and
create major helm (though we don't know if permanency works with these
spells) to create their own helms (at least temporarily).  Clerics
(including all priest classes that can cast these spells) can also use
their own versions of these spells so they too can create helms.  Of
course these "common" helms won't be quite the standard of a normal
"Arcane" helm but hey, as long as it gets you there. :)

I would suggest using the psionic item rules from the Monstrous Arcana
Illithiad supplement to produce series and pool helms (though the
Arcane probably also sell versions of series helms that are the
standard "near artifact" stuff).  Lifejammers and death helms could
probably also be made this way but you'd have to design your own
spells to make these with non-psionicists.  I have no idea how you'd
make a furnace.
