Actually, they can be unbalancing I suppose, but for me they tend to fix
balance problems. I think SR2-3 should be "average", but I don't want
everyone to have a major helm, nor do I want 6+ level mages to be extremely
common.  Using the Spelljammer proficiency allows players to "show off"
their piloting skills, and keeps SR 2 the "average" even though most
helmsman IMC are 1-4th level using minor helms:) Rememeber, they need to
pass a prof check each round they want the extra SR point:)
