Nope. You're thinking of General Vorr from The Maelstrom's Eye, who was IIRC of
mixed scro-troll-ogre blood. I don't think there was any regular orc in there.
The guy I was talking about was Ubiznik, an Armistice orc chieftan, which meant
that he was just like a regular orc, but a lot stronger from the heavy gravity
on Armistice, covered in white fur from the cold, and not as civilised as a
normal orc. General Vorr was in command of scro, ogres, orcs etc. while Ubiznik
was only ever in command of his fellow Armistice orcs, because he wasn't a
scro, while Vorr technically was a scro.

That's basically the way I look at it, unless political situations require that
the scro put a lesser being in charge of his fellow lessers. Paul Westermeyer
hit the nail on the head with his comment about it being similar to the
situation with Romans and their auxilliary troops.
