That makes the most sense. For the scro war plan to work, they need to
recruit humanoid allies along the way. Convincing orcs to fight elves isn't
difficult, but training them to fight like scro is. Instead, the scro are
likely going to use the same method as the early Romans. The scro legions
operate and train as Scro, but the non-scro fight as auxilleries under
their own tribal leaders.  The scro likely assign a scro "advisor" to each
new such unit.
