Not quite true. In The Radiant Dragon we see a savage orc chieftan from
Armistice serving as an officer, and the scro general in charge of him planned
to elevate him to the rank of general once he himself became an admiral. Of
course it should be noted that the book specifically says that the other scro
commanders wouldn't appreciate an orc general. Also I got the distinct
impression that while orcs, and other troops considered by the scro to be
cannon fodder, were allowed to hold ranks, they wouldn't be put in command of
scro, only in command of 'lesser' troops.
