Correction: The Scro will use Orcs but they are limited in as far as what
positions they are allowed to hold. The Scro are racially biased and feel
(rightly so) that Orcs are just too damned stupid to hold anything above
trooper. Conversely, Scro can of course hold any position they like. Note
that other races are also used as troopers including Ogres whom they use as
shock troopers. It's even in the books.
