Author? Author?

I was recently going through the crates of stuff that I've downloaded or
copied from the Internet, and I came upon an article (or a post on this
list, I don't know) that described an evil spelljamming organisation
known as "The Black Sun." I must have downloaded the stuff somewhere in
1998 (I know it's vague). Well, as I intend to use this stuff in my
campaign, there's two things:

1. Does anyone know who's the author of that
article/post/document/whatnot? When I throw my players in the deep end,
I like to have someone to shift the blame to :).
2. If the author is on the list, Could he or she tell me if he or she
further developed the "Capitolian Imperialum" that more or less keeps
the Black Sun in check? Are they good guys? Are they competeing bad
guys?
