How about this? The victimized merchant company in Greyspace makes up
a bunch up "Reward: Wanted Dead or Alive for Wildspace Piracy" posters
with descriptions of the criminals. When the merchant ships visit
Realmspace, they distribute the posters to IEN bases and responsible
governments. And of course they tack posters up in disreputable
taverns where adventurers congregate. So the IEN ship finds out
eventually to look out for the pirates, although there is a time lag
when the pirates can appear innocent.
