I believe an alphabetized system was what TSR's customers voted for. I'm
not sure whether it was via Dragon or on Usenet, but it's been stated by
TSR employees (Sean Reynolds, actually) that this was the requested
format. I don't really understand myself why they voted for alphabetical
instead of by level...

About the spell level and capability: I have a home spell research system
ot account for the discrepancies. If they bug you, let me know, and you
can tweak my system.
