Okay, I don't have it right in front of me, but I think those rules can
be found in more than one place.  First off, there's creature crucible
2, Top Ballista, which is all about a flying city of gnomes and the
various creatures that live there, if I'm not mistaken it's got rules
for aerial combat (though most of the gnomes use airplane-type vehicles)
Then there's a bit in the Gazetteer: Dawn of the Emperors, which details
the flying forces of both Thyatis and Alphatia, I think there's
reference the aerial combat system there (though the Thyatis air force
is mostly gryphon and dragonriders), and there's a section in the D&D
Rules Cyclopedia on aerial combat as well.  There's also a boxed set out
there called the Ark of Mystara or something like that about a ship that
flies all over the world, and I'd imagine that it would have something
in there along the lines of what you're looking for but I don't own it
so I can't say for sure.  Uh... all that stuff is first edition D&D
Mystara, though, before it was turned into an AD&D world, so you may be
looking for something else entirely.
