I think there may be other ways to solve this mage problem. Its already
inherent in the system. Just because magical effects are recreatable, doesn't
make it not magic, but more likely, it is the fact that it relies on
perception, philosophical understanding, belief, and force of will against or
in concert with these unseen energies that makes it so. Technology is
incapable of going beyond the limitations of physics, and has no sentience or
will.

The learn spells % is already based upon the individual mage's ability to
comprehend what another mage has said is true about the nature of the universe
and these unseen energies and techniques. Very few mages get to the upper
spell levels, and it can be said that those that do probably have greater
understanding. A low level mage uses his Learn spells % to understand the
easier information, and its effects are low powered. Later, when he's more
experienced at weilding these energies, he learns more spells of higher
understanding written by more advanced casters.
I think the existing system works for the most part pretty well....
(side note here....different house rule for spellcasters IMC)
Well, except for the memorization part. Its a misnomer. I've memorized the
preamble to the constitution and it doesn't disappear everytime I recite it.
Neither do the dance steps and gestures I've learned over the years. IMC, the
MEMORIZED spell list NEVER changes and mirrors the number of spells castable
per day per level. The difference is that the same spell can't be nor needs to
be memorized multiple times. And if the spell is on the caster's known spell
list and not on his memorized list then he needs his spellbook to cast it from
because he doesn't know it by heart. He learned it once and comprehended it,
but he needs to read it. His casting time is equal to the amount of time
necessary to memorize it in the standard rules. And it still taxes him
physically and mentally so he still takes these spells off the # of spells of
that spell level castable per day as in the standard rules.

If you're interested, we're working on a To HIt Magic Class zerO system that
really reworks spellcasting into a different style altogether and does away
with saving throws.
