I don't know about 2nd Edition but in first edition all magic arrows
that hit are destroyed, forever.  50% of those that miss are destroyed.

Seems like an adamantite or mithril bullet would do very well,
especially with an added magical bonus.  Then just dig it out of your
foe's skull when the battle's done.
