My campaigners always operated under the assumption that an actual Helm,
major or Minor, is almost equivalent to an artifact, and treated as
such. That's why the loss of a complete ship, helm & all, was such a
tragedy, and the first command of a salvage captain is "Find the Helm!".
The previous {I thought brilliant} thread about the Arcane using the
Helms to syphon magic energy just adds to their status of "creation not
discoverable by PC's", which I think was written somewhere in a rule
tome as a blanket statement.
Anyways, yes, there are other helm-type objects around which are created
by PC's or others {I'm sure many campaigns have got 'em}, but I'd leave
the use of Permanency and CMH spells as not possible, it's what gives
the Arcane their pull.
