I'm willing to bet that the process to create helms is rather complex.

ie:
Enchant and Item
Create Major helm (is there even a spell like that?)
Permanceny varient that allows the creation of the helm
followed by a wish.

That would explain the expense of the item.

Either that, or the arcane figure, since they are the only ones that know
how to make them without the wish spell (i won't age 5 years just to make a
helm), they can charge whatever they want.
