It's not magic. Magic requires a power source, such as a wizard or priest
casting a spell. Also, magic doesn't function withing certain regions of
space, and gravity remains binary. Besides, why should it be magic? It's
not like there's anything abnormal about gravity planes, any more than
there is anything abnormal about mass-proportional gravity. It's simply
the rules of the universe.

However, your quote implies a choice between killing the accused and
setting him free. Not that I necessarily support capital punishment
either; it's too expensive. It's actually cheaper just to lock them up
forever, although then you have to worry about parole. [shrug]
