Nope, just class restrictions.  If it was simply this you'd have lots
of deities simply say "Well why do such a dumb thing when I can have
full clerics and let them use all weapons with ease and thus gain an
advantage on all those weakling clerics serving other gods?"  After
all the cleric has already chosen to take a general set of powers
rather than the ones specifically preferred by their deity.  The above
example is especially appropriate to gods of weaponry, weapon mastery,
blood rituals, blades, or some similar sort of portfolio--except that
it doesn't happen and even their clerics are restricted along these
lines.

Note that you are talking about specialty priests now, not clerics.

Or a priest of peace might be ordered to use the biggest, baddest
weapons available, all enchanted out of reason, in order to dissuade
people from breaking the peace and to as quickly as possible restore
it when this occurs (just another perspective :) ).
