If using Combat and Tactics, I could get down to -7:

Full Plate + shield (base 0)
Dex 18 (-4)
Medium Shield proficiency (-3)

Note that this is while fighting, and not parrying like the above
character. A good Str is also in order to help alleviate encumbrance
penalties, though taking the Armor (Full Plate) proficiency would help,
as would being a specialty priest of Grumbar (FR god of Elemental Earth
- priests ignore encumbrance from armor!).
