drow and avariel both have +2 to their dex and are available to players per
elves handbook.
you can dump 2 slots on single handed specaialization, bladesinging
proficiency, etc.
and YES platemail would impede an avariel's flight unless his str was magically
beefed up, but we're talking AC..
you could also go invisible which will add a penalty to your opponent
(effecively raising your armor class).
And if you really wanna get weird, make an elf with all the above
proficiencies, get him to abouth 11th level kensai (OA rules), then have him
renounce kensaidom (which still allows him to keep his bonuses) and THEN slap
the armor on him.
Again, we're talking strictly numbers and nonmagical.  I realize explaining a
kensai drow who learns bladesinging AND 1h style, , with the shield-rim
proficiency from Celt's handbook (which allows him to fight with a shield with
sharp rims, treat as Khopesh), loses his honor and decides to wear armor while
fighting invisible (or in darkness, etc.) is far-fetched even by *my*
standards. :)

the grand total for AC would be:
Armor: -9
Shield: -1
Dex: -4
Darkness: -4
Bladesinging: -2
One handed style: -2
Kensai bonuses: -4
---------------------------
                        -16 AC nonmagical (with the exception of darkness,
unless in a deep cave)
You may now throw your insults, flames, or rotting fruit at me.
try factoring the tumbling proficiency in thre somewhere if you want a good
headache ;)
