Druids and thieves are only limited in armr if they want to use their full abilities. Just like a wizard can dress up in full plate as long as he doesn't want to be able to cast spells. There is no mystical law that says the character can't physically put on the armor, just that they lose a lot (most or all) of their class functions if they step out of the bounds given.
