-10 is the lowest possible AC without magic only if you use level limits or
the -10 AC
max. rule. Otherwise there's no limit to how low AC can go.

19 Dex., Bladesinger, Full Plate, Single Wpn. Spec. Bought twice
Bladesonge with 4 slots.
This would allow an AC of -6 then subtract 1/2 the level of the character.

That's the best that I could think of right off the bat.
