You should take a look at "Players Option: Spells & Magic" (the least
prone to abuse of the PO series) if you can because one of the options
presented in it is the ability to memorise 'universal' spells that
cost twice as many spell points and permit a character to cast any
spell that they know of that level, also it contains rules and
information on wizards laboratories and libraries, spell critical hits
and collateral effects along with loads of other stuff.
