Who needs a 19 Dex?  18-20 Dex will give you this.
And why only those classes?  I can still use it as a druid, I just
can't cast spells.  You could make an argument for wizards and thieves
not being able to use a shield effectively due to a lack of training
but you're still looking at a -3 even then.  All you need for a
negative AC is banded mail, shield, and 18 Dex.  Negative AC's aren't
that hard to come by if money is easily acquired in your game (even
with an average dex I can get a 0 AC now all I need is something like
single weapon specialization and I get another 2 points to AC--for the
cost of 1 point for shield).
