I didn't answer the first time because someone else (Didn't keep the
message- sorry) said it all. The experience is for raising a level and the
better that you get at something the harder it is to improve it. The
proficiencies are just a side affect of that.
Something that you might consider is allowing a PC a proficiency slot
for every X amount of XP.
