Actually, both.  Anyone can serve as a marine; although, I'm sure the
role is filled mostly by fighters with a smattering of other warriors
types who perhaps need some quick cash.  As far as kits are concerned
there is a marine kit listed in the spacefarer's handbook (a very useful
book indeed).
