There is already someone on the net that has covered this, I haven't got the URL, but you'll find a link at Static's page. It called Dragon Dreams and the creator is Jerry Stratton. As for the air-envelope. J. Stratton uses an example of a ranger on a pegasus flying from the moon to Mars in 4 days and 13-? turns without breaking one drop sweat.
