1st> I thought of that, the Gust of Wind spell is used just to extend the
range of the torpedo to keep the attack craft out of range of the
attackee's weapons !!

craft while the ship that launched the torpedo is out of range. But that is
a good idea.
Besides the torpedo would have a terrible targeting device and the weapon
would be prone to random explosion and would every once the torpedo would
be  a dummy. And the ship would have to get real close to the ship for
guaranteed hit!
These would be good ways to limit the use of torpedos.
