Well, the answer to characters who always lower their charisma in favour of
"more useful" stats is to have everybody who encounters them to react in a
negative way, "Get out of my shop mucus breath, I don't like your attitude."
and if they start a fight then they will have to face the entire city watch
and be thrown into gaol, weapons confiscated (permanantly) and fined outragous
amounts of money. If they scream that all of this is contrary to the bill of
rights, gently remind them that the bill of rights does not exist in the
medieval world and there was little in the way of equality. If a baron wanted
to be a bastard then he had every right to be one and nobody was going to stop
him.

Charisma over 8!!  The only player I had who cared about it liked
swashbuckler type characters.  Of course, he was the only one who had a
barmaid in every tavern.  Oh, and just for the record, the +7 reaction
adjustment for 18 charisma works as a  -7 adjustment against husbands
who walk in when you're romancing their wives. :)
