No, it's just normal earth. It's not a hollow tube, though--perhaps
"stringworld" is a more appropriate description. So digging through the
tube doesn't get you much of anywhere, just three miles or so from where
you started. Flying is definitely the way to go.

On a "normal" planet, such as Earth, the fastest way to move between points
is not to cruise along the surface at 400 miles per day per point of SR.
The fastest way is to go straight up out of the atmosphere (why doesn't
this time vary with SR?), cross over to your destination, and go straight
down again. Similar techniques would work on a tubeworld (or even size G-J
planet). Is this what you meant?
